Virginia Investment Pool Board

The VACo/VML Virginia Investment Pool Trust Fund (VIP) was created in 2013 through the joint exercise of powers of two founding localities: the City of Chesapeake and the City of Roanoke. Similarly, other political subdivisions may authorize participation in VIP through the adoption of ordinances/resolutions.

VIP is governed by a 14-member Board of Trustees, including 12 Treasurers or Chief Investment Officers of participating localities. The remaining two seats are filled on a non-voting, ex officio basis by the Executive Directors of the Virginia Association of Counties (VACo) and the Virginia Municipal League (VML). Voting members include the Treasurers of the two founding localities, who are automatically entitled to representation until the FY 2021 Annual Meeting, and ten Treasurers/Chief Financial Investment Officers elected by participating political subdivisions. Voting at the Annual Meeting is weighted according to each participant’s share of VIP assets. The Board of Trustees is responsible for all aspects of fund management.
