Virginia Local Government Finance Corporation

VML/VACo Finance is incorporated in the Commonwealth of Virginia as the Virginia Local Government Finance Corporation (VLGFC), a Virginia non-stock, not-for-profit corporation. VLGFC is the program administrator for all of VML/VACo Finance’s programs as well as the VACo/VML Pooled OPEB Trust, which was established under the trust agreement of participating local governments. As program administrator, VLGFC represents local government officials in making recommendations on such matters as approval of financing and bond resolutions, selection of service providers and contractors, and program rules, fees, and timetables. The VLGFC Board of Directors is comprised of thirteen (13) members nominated by the leadership of VML and VACo.  Roger C. Wiley, of Hefty & Wiley, P.C., is General Counsel.
